Use Procurement type 'F'.
Create a Schedule Margin Key with an opening period of 1 month (OPJZ). Place that Schedule Margin Key in the Material Masters where you want this behavior.
Run MRP with parameter "Create Purchase Req" as "2 Purchase Requisitions in Opening Period"
