There are several possible causes to explain why a material is not planned by MRP. See the blog

The most frequent cause is the missing planning file entry. I suggest you to run transaction MDAB to ensure that all the planning file entries were created. After that, the planning file entries will be updated automatically after each MRP relevant change for a material and, whenever the planning file is updated, this material will be planned again by MRP.
If you want to ensure that all the materials will be planned, you should run MRP periodically with key NEUPL.
